UPDATE 11:40 a.m.: We're learning more about the man charged in a deadly hit and run in Kingsport.
James Hamm, Jr. is accused of driving under the influence when he hit and killed 61-year-old Michael Locke along Fort Henry Drive around 8 p.m. Monday night. Police say he then left the scene.
We did some digging and learned deputies arrested Hamm on the June 19 after a hit and run on Pickens Road in Sullivan County.
Authorities charged him with DUI; he later got out of jail on a $750 bond.

A man faces charges after Kingsport police say he hit and killed a pedestrian while driving under the influence, then left the scene of the accident.
James Hamm, Jr. is charged with vehicular homicide by intoxication along with other charges. Police tell us just before 8 o'clock Monday night, Michael Locke, 61, was killed in a hit-and-run collision.
Police say Locke was standing on the shoulder of a Fort Henry Drive bridge, just north of the Sonic, when an SUV, driven by Hamm, veered off the road and hit him. Police say Locke and another man were hanging a campaign sign on the roadside when it happened.
Police tell us hamm is accused of leaving the scene and was later found and turned in.
Hamm was taken to the Kingsport Jail. The investigation is ongoing.
