KINGSPORT, Tenn. -

(Released for publication) On September 2, 2014 at approximately 7:20 AM, Kingsport Central Dispatch was notified of a possible motor vehicle collision on West Stone Drive near Andrew Jackson Elementary School in Kingsport. Witnesses reported observing an eastbound white 2014 Toyota Camry, suddenly and for no apparent reason, go into an uncontrolled skid and spinout, finally coming to a stop in the oncoming westbound lanes, blocking two lanes of traffic. An officer from the K.P.D. Traffic Unit responded to the scene.

The driver of the vehicle was identified as Hakeem Davis. When the responding officer attempted to speak with Mr. Davis and ascertain what had transpired, Mr. Davis started shouting at him and cursing him with profanity. When the officer was able to temporarily calm him down, Mr. Davis stated that he was being tailgated by another vehicle, so he deliberately applied his emergency brake in order to get the other vehicle to back off. In doing so, he lost control of his own vehicle. Fortunately, no collision occurred. The other vehicle alleged to be doing the tailgating was not located, nor was its actual existence ever confirmed.

When the officer asked Mr. Davis if he could move his car to the side of the road to clear the traffic lanes, his unprovoked profanity laced tirade resumed. Apparently, Mr. Davis had significantly damaged the drive train of the vehicle during the spinout, so it had to be towed from the scene.

This incident occurred while numerous parents were driving through the school zone with children in their vehicles on the way to school. When Mr. Davis stepped out of his vehicle in the middle of West Stone Drive, he was clad in nothing more than his underwear briefs, and he spitefully threw a cigarette down on the roadway right in front of the officer. He was promptly arrested for Reckless Driving, Disorderly Conduct, and Criminal Littering and transported to the Kingsport City Jail.
