Elizabethton City Council members approved a final version of their $86.5 million budget on Friday.
Mayor Pro-Tem Bill Carter told us they did not have to raise taxes and were able to give city employees a two percent raise.
"We're very pleased," Carter said. "Our workshops went reasonable smooth, which is unusual, a lot of times we get in debates."
The budget also included funding for some big projects, like the Tweetsie Trail.
Carter told us the city's budget passed with a six to one vote.
They also passed the $27 million city school budget unanimously on Friday.
