On Tuesday, the Bristol, Virginia City Council heard proposals from several agencies asking for city funding.
A total of 11 agencies, such as Believe in Bristol and the United Way, stood before the council to ask for money they normally receive every year.
But, with a budget deficit of more than one million dollars, Mayor Guy Odom says it may be difficult to fund every agency this year at the levels that are being asked.
"It's hard to choose between some of these agencies as to what you fund or not. And all of them have some value, a great value to the city, so it's hard to pick and choose. It's a difficult choice," Mayor Odom said.
The council hopes to have a balanced budget figured out by sometime later this month.
