There's more controversy surrounding the Sullivan County Highway Department.
We've learned 5 p.m. Tuesday was the deadline for interim manager Bobby Manning to get a bond, which is insurance that protects the county from Manning's actions on the job. Sullivan County Attorney Daniel Steet told News 5 Manning does not currently have a bond.
Street says Manning has been turned down at least three times, but did not explain why. If he doesn't get bond, his time in office could be ruled ineffective.
