Questions still remain after 31 children died in Tennessee during the first half of the year.

The Tennessee Department of Children's Services is facing more scrutiny for not providing details about those deaths.

In September, the agency released the number after requests from a lawmaker and a Nashville newspaper.

But now, DCS is denying requests to review files about the child fatalities, saying a child and family's right to privacy must be balanced against the public's right to know.
