A downturn in income tax collections is being blamed for a decline in revenue collection in the Commonwealth.
That's according to the Virginia monthly revenue report.
Virginia Governor Bob McDonnell says general revenues fell by two percent last month, compared to February 2012.
It's the fifth month in the past 12 that revenues have fallen below the marks from the previous year.
The monthly report is not all bad news.
Finance Secretary Ric Brown says there was a bright spot: a 10.3% jump in sales tax collections, which were likely representing the last post-holiday sales.
