KINGSPORT, Tenn. -

There are new developments in the case involving false complaints against Kingsport Police Chief Gale Osborne.

We've learned today a police officer on administrative leave, Bryan Carter, was indicted for forgery and criminal impersonation.

According to court records, Carter used a false identity in an email making claims against Chief Osborne that the Sullivan County grand jury said were unfounded.

Carter was released on a $1,000 bond Tuesday afternoon.
