Electoral college changes proposed
Changes could be on the way for Virginia's electoral college.
We've learned lawmakers are working toward ending the winner-takes-all system for the state's 13 presidential electoral votes. A Senate subcommittee recommended Senator Bill Carrico's bill to apportion electors according to which presidential candidate carries each of the state's 11 congressional districts.
The candidate winning the majority of districts would receive the two electoral votes not tied to congressional districts.
Senator Carrico says under the current method, rural areas of the state are rendered irrelevant by populous urban regions.
